Rev. James R. Carter (Jim) was born on October 30, 1960 and is a native of Monroeville, Alabama. He graduated from Belhaven College in 1983 and immediately began studies at Reformed Theological Seminary (Jackson, MS). While in seminary, Jim served at the Pearl Presbyterian Church as an intern and Director of Youth Ministry. He also joined the Army Reserves as a second lieutenant chaplain candidate to explore what he believed may be a call to military ministry. He graduated from Reformed Theological Seminary and was ordained by the PCA in June of 1988. Rev. Carter answered the call to military ministry and entered the Army Chaplain Corps in Aug 1988.
Rev. Carter holds a Bachelor of Arts Degree from Belhaven College in Jackson, Mississippi; a Master of Divinity Degree and a Master of Arts Degree in Marriage and Family Therapy from Reformed Theological Seminary, Jackson, Mississippi. Chaplain Carter's military education includes the U.S. Army Chaplain Basic and Advanced Courses, Combined Arms Service Staff School (CAS3) and the Command and General Staff College. Until recently Jim served as the Senior Protestant Pastor and Deputy Garrison Chaplain at the United States Army War College Memorial Chapel where he served as the pastor to strategic military leaders and family members. He retired from the Army in June of 2011. He is also working on a Doctorate of Ministry Degree at Erskine Theological Seminary in Due West, South Carolina.
Col. Carter (RET) served for 23 years in the Army Chaplaincy and held numerous ministry leadership positions. He served in two combat tours: Operation Desert Shield/Desert Storm (August 1990 to March 1991), and Operation Iraqi Freedom (December 2007 to February 2009).
While in Iraq, he was the senior U.S. military chaplain in Multi-National Division Baghdad, where he oversaw 70 other U.S. military chaplains, and supervised the religious support program for 33,000 service personnel.
His military ministry assignments include a variety of tactical, operational and community pastoral positions. He has served as the 3rd Engineer Battalion Chaplain (Combat) of the 24th Infantry Division, Ft Stewart, Georgia; the Battalion Chaplain of the 2-7 Infantry Battalion, 24th Infantry Division, Fort Stewart, Georgia; the pastor of Vale Chapel, Fort Stewart, Georgia; the Group Chaplain for the 552nd Artillery Group of the 59th Ordnance Brigade and Senior Pastor of the Sogel Community Chapel, Sogel, Germany; the 409th Base Support Battalion Chaplain and Senior Pastor of the Grafenwoehr Community Chapel, Grafenwoehr, Germany; the 4-5 Field Artillery Battalion Chaplain, 1st Infantry Division, Fort Riley, Kansas; the 4-1 Field Artillery Battalion Chaplain and the 3rd Brigade Combat Team Chaplain, 1st Armored Division, and the Senior Pastor of the Main Post Chapel, Fort Riley, Kansas; the Area III Installation Chaplain and Pastor of the Camp Humphrey's Chapel, Camp Humphrey's, Korea; the Chief of Religious Support Operations, Brigade Combat Training Program, Ft. Leavenworth, Kansas; the Senior Pastor of the West Point Cadet Chapel, United States Corps of Cadets, United States Military Academy, West Point, New York; the Deputy Installation Chaplain and Chief of Religious Support Operations, and Senior Pastor of the Sage Hall Gospel Congregation, Fort Bliss, Texas; the 4th Infantry Division Chaplain, Fort Hood, Texas and Multi-National Division Baghdad Command Chaplain, (MND-B) Baghdad, Iraq, Operation Iraqi Freedom, 07-09. Jim currently serves as the Senior Protestant Pastor and Deputy Garrison Chaplain for the United States Army War College Memorial Chapel, Carlisle, Pennsylvania.
Chaplain Carter's awards and decorations include the Bronze Star Medal with one Oak Leaf Cluster, Meritorious Service Medal with two Oak Leaf Clusters, the Army Commendation Medal with four Oak Leaf Clusters, the Army Achievement Medal with two Oak Leaf Clusters, National Defense Service Medal, Iraq Campaign Medal with two Stars, Global War on Terrorism Service Medal, Korean Defense Service Medal, Army Forces Reserve Medal, Army Service Ribbon, and the Overseas Service Ribbon.
Chaplain Carter is married to the former Terri Ganey of Mullins, South Carolina and they have two children. Sarah (17) and David (14). He and his family enjoy sports, traveling, reading and serving their local community.
